Crystalynn Bullard, MBA, CPC, is the Founder and CEO of Bullard Advisory Group, a nationally respected healthcare consulting firm specializing in business development, go-to-market strategy, and RFP solutioning for payers, providers, and healthcare innovators. With over 21 years of experience leading Medicaid, Medicare, DSNP, CHIP, and ACA initiatives, Crystalynn is known for her ability to operationalize vision, streamline complexity, and drive growth in some of the most highly regulated areas of healthcare. She currently serves on the Advisory Board of Secured Health and is the Board Chair of Beyond the Curves, a nonprofit dedicated to empowering teen girls through self-love, confidence, and personal development.

A dynamic executive leader with deep operational expertise, Crystalynn has held senior leadership roles at UnitedHealthcare, Centene Corporation, and WellCare Health Plans. Over her career, she has implemented and managed over $30 million in Medicaid and Medicare contracts, and spearheaded strategic initiatives across Georgia, Massachusetts, Mississippi, Tennessee, Washington, and Louisiana. Her work has consistently resulted in measurable cost savings, successful RFP wins, and award-winning implementations.

Crystalynn’s consulting approach is built on clarity, accountability, and results. She has supported startups, community-based organizations, and Fortune 50 payers in crafting sustainable strategies that bridge compliance with innovation. At Bullard Advisory Group, she advises clients on variety of healthcare pillars including implementation and regulatory readiness, provider network strategy, health equity design, HEDIS/EPSDT performance improvement and GTM strategy.
